All the "gray" smartphones in Russia want to blacklist

The importation of so-called "gray" (illegally delivered) equipment into the country rather strongly limits the flow of tax collections to the state treasury, so it is not surprising that it is accepted to fight illegal devices in many different ways. And just recently a new mechanism for regulating and controlling all smartphones in the country was developed.


Representatives of the Association of Internet Trade Companies (ACIT) presented a new concept of controlling mobile devices using unique IMEI-numbers. The corresponding document has already been sent to the Federation Council. ACIT proposes to create a national register of IMEI-numbers, which will be formed on the basis of cellular operators, manufacturers and subscribers themselves. It will include the so-called "white list" - that is, all devices delivered to the country by law. And also the "black list", in which there will be numbers of devices imported illegally, stolen devices, as well as those whose legality has not yet been confirmed.

The main purpose of the proposal is to regulate the unstable market and create barriers to sellers of illegally imported devices in Russia. At the same time, it is not going to import anything for personal use. The import of one device, according to the initiative of ACIT, will be free, for the second one will have to pay a fee of $ 20, and for each subsequent - $ 30. However, if you do not have checks or other purchase documents, you'll have to pay $ 40, regardless of what kind of device it is. The innovation is planned to be introduced gradually within three years, and it will only apply to devices imported into the country after the law comes into force, if it is, of course, adopted.
